The base is under lockdown until Erdo is sure the coup is over. Any US jets that were out on a mission when the lockdown went into effect were allowed to land back on base. That pretty much makes it that only US jets were in the air during the time of the lockdown. They don't want anyone to leave the base because they don't want nutball Turks attacking Americans in the streets like they did with their own soldiers creating an international incident. Power is out because power is out in the entire area.
