There are a number of examples of referendums in Europe which have been ignored by the government of the day.

When the EU was formed, it was marketed as a Trade Union. Many countries joined on this basis, and it made sense to join.

Then the "Euro" came along, and the union became a Monetary Union. Many countries showed reluctance to this, but went along with the ride.

Then Greece happened and Germany asserted that the EU needed to become a Fiscal Union. This drastically undercut the power of sovereign states and gave it over to the bureaucrats in Brussels and leadership in Berlin.

Then the migrant crisis happened and Germany asserted that the EU needed to accept however many migrants came to Europe's shores. Some countries showed great resistance to this, given that they only joined the EU a long time ago to conduct trade, and not to let Germany dictate the fate of their demography. But public attention is short, and soon, people just got used to a constant barrage of several hundred thousand migrants per annum from the world over.

And bit by bit the national identities of each nation in the Union (not trade, not monetary, not fiscal, but just a "Union" stat), are being supplanted by some generic "Europeannism" which means nothing and is ripe to be supplanted by whatever population and whatever postmodern field of sociological structure is desired by those who huddle away in the kafkaesque bureacratic organs in Brussels, various Parliaments or Commissions or Committees where the people have no idea what happens, their MEPs have no binding votes on what may happen, may not introduce significant legislation, but are just going along for the ride.

Not sure if I understood you correctly, but if you're suggesting that most Europeans want to get rid of the irrelevant nations and merge them into the big countries, then I'm not sure if you'll find many followers for that.

Alternatively, if you're talking about sub-European divisions, then I think that might be a good idea. There are immense cultural dissimilarities between, say, Portugal and Slovenia, Germany and Britiain, Finland and Italy, and trying to merge them into one superstate will have to either quash all the unique culural traits or regress to some average.

But if you had Eu1 (NL, FR, UK), Eu2 (SP, PRT, IT), Eu3 (GR, AUS, CZ), Eu4 (FN, SW, NR, DNK), Eu5 (POL, HUN, SLVK), etc, then I could see that working.

Then just have some federal superpower that manages those relationships, but does not impose policy itself.
