That really depends on your country. I don't know about America, but where I live it's against the law to do nothing when someone needs help.
Granted, there are exceptions like if you'd have to get into dangerous situations to help said person. Or if it's not reasonable to ask you to do something (e.g. during severe accidents with lots of gore when you aren't used to seeing that).
