Neither of those is true. Far more resources went to Europe, Japan was a sideshow where the Marines knocked some nips off a few isolated islands, sank their navy, and ignored their big troop buildups until they were eating dogs and natives.

1. The Germans barely had a navy because they were in no way prepared to be an actual world power
2. The US had massive naval resources in the ETO, maybe you've heard of North Africa, Sicily, D-Day?
3. Not all navy ships are heavy carriers, and you don't even need any of those when your enemy has virtually no naval air assets to begin with, a few dozen cheapo escort carriers do just fine, as do destroyers for terrorizing the enemy's subs
