There was a significant cultural context with the phrase when Jesus spoke it. Back then there were actual laws about how you were allowed to slap people, with what side of the hand and in the way you slapped slaves and wives and whatever. Jesus was speaking to people who were being oppressed, and the act of turning your cheek would socially force the person hitting you to admit you were their equal. He wasn't telling his followers to just bend over.
