What's the deal with Anericans asking "do you mind if I do X?" and the other person saying "yes". Doesn't that mean they do mind and don't agree? I see this a lot on Pawn Stars.

Of course you should say "no, I don't mind" and often that is what is said, but sometimes the question comes as "You don't mind if I" and then it's the opposite.

And either way if someone has a facial expression and tone indicating that it's okay it doesn't really matter what word they use.

NO. I DON'T MIND! = do it, go ahead!
