Probably some dumbfuck working in the treasury stored it inappropriately and bent it.
The real question is why didn't anybody bother to go through the simple process if fixing it. They either didn't give a shit, or they were afraid to tamper with an old relic, or they were edgy and thought having a broken cross for a broken nation was cool.
Anyway it wasn't fixed for a long enough time so that the image of the crown with the bent cross burned into the collective consciousness and now nobody wants to fix it, because that's just what it looks like, if that makes any sense.
