But the Terminator is a robot covered in human flesh, making it a cyborg. When you strip that flesh away it's just a robot. Robocop is a mechanical body attached to human brain. without the human component what's left is just a hunk of metal. I'm not sure if that is difference that science would recognize but it seems like an important one to me.
