It's legal in all the Nordic countries including Finland.
Ice racing is extremely popular.
And just finding a random frozen lake to drift on is legal.

I think the only areas here you can go full speed are dirt road in the middle of the cunt and even if you do it has to be a off-road car since it's all dirt roads. Plus some areas a owned farms or resevations whicg limits a lot.
