I think it's less that Fergie sang it poorly, but a condemnation of how shitty the American National Anthem actually is. The song is tailored to try-hards with specialized vocal ranges, and that's what you're going to get with most anthem singers.
They need to arrange a version of Copeland's Appalachian Spring/Simple Gifts and make applicable lyrics for an anthem.

its solid among those that have put their own personality into it, but its a hard song to sing and to a lot of people just doesn't seem like the kinda song you "put your own spin" on, like because its been sung pretty much one way only for so long it honestly sounds unnatural when it has some other elements used with it.
That said, I'm sure if it was sung with many different styles more frequently it wouldn't seem this way, but it is what it is.
