I thought it was shit, too, but I gave him a pic only I have a copy of last night and it enhanced it. I also looked at the pics that were being enhanced at it seems like it's doing a couple things:
1. It only applies to faces, so it's programmed specifically for that (notice outside of faces enhancement isn't done.)
2. It looks like it's matching 'close enough' features and inserting them into the pic. There were a couple last night that you could tell that the eyes weren't from the original photo-- they were focused off in different directions, but had been merged into the existing pic.
My guess is either OP has hacke into Chinese crowd recognition software, works for a government agency (Chi, Rus, or US) and is playing or building a DB or OP is working at a startup and builiding out a DB to take to market (resell to CIA/NSA/etc.)
