Getting a hockey team increases their odds of getting a basketball team back there. If the NHL is expanding then certainly the NBA can expand as well (especially since basketball is much more popular and infinitely better than hockey). :)

Green Bay only has a team because the Bears' owner used his influence/money to keep them from folding. Then they went on to be wildly successful, winning them legions of bandwagoners outside of Green Bay, which is what keeps them going. When it comes to North American sports you're not just supported by the city the team is located in, you're supported by the entire state and often people outside the state. The Green Bay Packers are really "The Wisconsin+Iowa Packers".

The deal is, the NHL has a chance to root itself in Seattle before the NBA comes back. Expansion won't happen until at least 2024, which means the NHL team would have a good 4-5 season head start before a hypothetical NBA team comes. Considering the NHL expansion draft process if so much better than the NBA's, the NHL team will likely be far better than the Sonics 2.0 initially.

Why haven't this market been covered already? Seattle and Vancouver are pretty far apart after all.

The NHL has been trying to expand/relocate to Seattle since 1975. Pretty much every attempt has resulted in failure due to ownership groups fucking up. In 1990, an expansion deal fell apart after one of the owners backed out. In 1995, the main arena in Seattle was remodeled in a way that is terrible for Hockey, so the NHL became a non-starter after that. The NHL had a handshake agreement with the current Seattle ownership group back in 2008, but the economy crashed so they couldn't build a new arena. in 2013, the Arizona Coyotes were one vote away from getting an emergency relocation to Seattle a la Atlanta to Winnipeg, but the Yotes stayed and their situation has gotten worse.
