Because the body of the psychologist he impersonated to get close to Bucky was found. Tony got wind of it because of media coverage and decided to go and meet Cap there.

The silly part is, how did Tony arrive at that base almost at the same time as Cap and Bucky? After the airport fight, Cap and Bucky took the quinjet to Siberia. Tony had to take Rhodey to Columbia Hospital, hang out there for a bit, then fly to the middle of the ocean somewhere to see Ross, and then fly to Siberia.

How did the bad guy know that a mission report of the death of Tony's parents existed, but not where to find it?

How did the bad guy manage to luck into decrypting one of the few files out of thousands, if not millions, that told him precisely what he needed to know?

How did he time the triggering of the EMP blackout down to the precise second?

Why wasn't Tony interested in HYDRA's files? Why hadn't he already decrypted them?

The Quinjet is a bigger craft with limited fuel. Tony can fly much faster and his suits operate on a perpetual power source. In a flight that takes hours he can probably beat in 20 minutes.
