I would do the Juggernaut Suit and Railgun, because I think they would be the most combat effective.
Juggernaut Suit would be fantastic for CQC like room clearing in insurgency environments, and Railgun would make literally any other Navy obsolete overnight, as well as leading to future weapons development like tank canons and maybe even handheld railguns.

Exoskeleton for sure. A compact power source is a major snag so to get that out of the way would be points well spent.

Modern proxy wars are going to be against irregular forces dug into the battlefield. Smart bombs and missiles, because of collateral damage, are a means that's becoming harder to justify and often cause more problems than it solves. It's too dangerous to send soldiers into confined spaces with enemies ready to die/blow themselves up and that sort of casualty grinder is what breaks the homefront's will to continue a conflict.

If you can make warfighting more autonomous and significantly less dangerous for your military, it will be much easier to keep the will of the nation steadfast and push an operation to the finish line.

B72 Thunderstorm is stupid. Too big for any of our existing runways or aircraft carriers. So big and slow that any half competent AA gunner could bring it down.

Suit gives a marked advantage in CQB and urban environments, protects the human asset, and probably scares the shit out of the enemy.
VTOL synergizes with suits as a form of transport. VTOL also gives US aircraft carriers more flexibility.

There's no reason why we don't have a juggernaut suit at this point. It would make village clearing operations trivial and have a huge effect on the morale of the enemy. It would draw fire and leave the enemy vulnerable to be taken out by marksmen.

Railgun and Juggernaut

Railgun because it would outclass range on any other vessel or aircraft's standard weaponry- only short of large missile batteries. It would also severely improve rate of fire and make naval vessels useful for jobs even a hundred miles from the coast, in safety from counterattack- particularly useful for staging-point crafts like aircraft carriers. Again, it could doubtless also be used defensively, replacing normal missile defence.

Juggernaut not because it would be cool as fuck (it would be), but also because of guerilla warfare commonly experienced today. Large formations are gone and today we spend most time patrolling civilian areas waiting to get shot at by undercover terrorists. The Juggernaut would make scouts or leading soldiers impervious to many initial rounds; forcing the enemy to out their position without losing a soldier. An effective counter to close combat surprises.
