There are 'inspectors' but they have no right to enter your home if you refuse them access, you can simply unplug the tv aerial and claim the tv is only for connecting to a playstation or whatever. You can also watch all BBC content On Demand on their website completely legally providing you do not watch the livestream (i.e. wait an hour).

The reason you get these weird 1984-esque adverts is that the BBC wants more money and is trying to scare old people. Most sensible Brits know to ignore it.

Every single country that has a public broadcaster funds it via taxation. The difference is everywhere else that tax just comes embedded in your income tax, electricity bill or whatever. For some unknown reason the British government decided to make funding for the BBC segregated from general taxation so they had to create a whole bureaucracy to determine who pays it, who doesn't, who's entitled to exemption etc.

The only upside is if you don't watch live TV you can opt out of paying which makes it slightly fairer than a system where that isn't an option.

It's no different from Obamacare for example: instead of funding it via traditional taxation the US government opted instead to create a clusterfuck of compulsory coverages, market places and whatnot so that burgers can pretend their health system hasn't been essentially socialised but still remains expensive as fuck.

It pretty much just funds the BBC so they run without adverts. They're really trying to push it from what I've heard so now things like catch up or on demand require one too. They can basically do nothing to punish you if you don't let them.
