Because of different cultural values. There are simply less asians who want to get into acting in the first place, so the ones that can be found are going to be less outstanding on average. The larger the pool of candidates is, the further up the attractiveness curve you can keep everyone. The smaller the pool of candidates is, the more you have to just take what you can get.
