first of all, all goals are just as difficult, but also, what we're judging here isn't how difficult a goal is to score, it's the conditions in which a goal is socred.

It makes sense in a way, this rule basically oblicates the two teams to play 110% in at least one of the two games.

If teams are tied 2-2 aggregate, and one team has 2 away goals while the the other has 2 home goals, the team with the away goals advances, correct? Which means away goals are indeed worth more.

that's what is called a tiebreaker.
the aggregate is still 2-2.
if the aggegate is anything but a draw, there's no difference no matter ho many away goals were scored.
they're worth 1 point, just as literally any other goal.
