And those episodes where main power is offline but the holoprojectors are still operational or vice versa show the power systems to be incompatible, as otherwise they could share and ration energy by using transformers to convert the differing voltages and the system wouldn't be, as stated, offline.

How about instead of letting Worf use the entire holodeck to fight some dude in a skull mask, they use it as the best gym ever made? No changing weights, every piece of equipment ever, perfect spotting and even AI trainers.
Because they have anti-grav weights in their rooms as seen with Nog. They probably start floating if you drop them so no spotters needed and the computer is an all hearing, all seeing telescreen so you can get any information you might need anywhere.
