I believe it was suggested or outright stated that the Emperor was in EU canon before it was wiped, but that kinda ended up at odds with the prequels which had a bunch of aliens as his aids and was probably just authors finding a handy extra way to vilify palpatine due to all the empire cast being human, probably for practical film reasons more than anything.
