That one was a second transcode. The first one transcoded a subtitle stream or something that Sup Forums is gay about and doesn't like so I passed it through ffmpeg again with the -sn option but forgot to specifically set a bitrate so it decided to output that and I was too lazy to do the process over again.

It would spit out the same thing just without the subtitle stream which Sup Forums doesn't allow, so I deleted the first one right after and didn't notice how bad it was til later.

it's easy. you look up some old threads from Sup Forums from 2013ish, install ffmpeg or whatever the fuck it's called, you run a command line (windows key, type "cmd") and then input all the operations needed.
You gotta do shit like ffmpeg -i -xf ssff "c:/input.avi" - crf -m -800.webm"
and it outputs a file to your specifications.
it fucking sucks, don't do it.

You can have a webm be 2.9 mb but only 3 seconds long, it has a high bitrate and resolution.
you gotta sacrifice resolution first.
