I read articles of the teams teaching the kids about the history and philosophy of the tam and team songs for the kids to sing.

The entire thing is nothing more than marketing for their club/a way to scam stupid upper-class Americans out of money. Basically you give the kids Barca/PSG/whatever shirts, have them scrimmage for a couple hours per day while a "coach" (some guy who sounds vaguely foreign) supervises. There are some actual initiatives where European clubs are getting involved in youth development here

But the overseas "academies" that you see Barca and PSG running are more like advertisements for the flagship club than any kind of serious attempt at developing players. FIFA regulations block overseas transfers of U18s and US law bans the sale of academy players, so unless the kids have European passports or you have absolute control over their futures (like Man City does by virtue of owning NYCFC), then it would be stupid to invest serious money into it.

So much this. If a kid over 12 shows any promise anywhere in the world, the big teams will take him to their real academy in Europe. This is something that Americans have not figured out yet: if you want to succeed at soccer, you need to start facing world-class competition at age 12-13. Staying in an American suburb curb-stomping scrubs until you go to college guarantees you will never develop into a European-caliber player.
