For many parts of Africa they are actually even more behind post colonization because everywhere else developed much faster and had investment in them from their governments and more developed human capital.
Why do you think the defining characteristic was race? The issue is people with an average IQ in the low 70s are incapable of running a country, and that was the case for most of the blacks. Not all of them and the ones who were smarter and thus were able to meet the qualified franchise requirements were able to vote. This was building a black middle class which would have eventually meant blacks would become the majority of the voters if they simply participated in society.

Sub-Saharan Africa had been in more or less the same state for thousands of years and without outside influence would have stayed that way if not for that influence. It wasn't simply going to 'grow up' any time soon.
