In the court, former fairies/animals get their name on graduation, and can then buy their own clothes among other things. If I remember right, Tom said the students' clothes aren't colored because the Court issues them, including casual wear. Bugsy's outfit was, presumably, chosen and purchased, therefore making it hers.
