Not all citizens are the same. In the 1980s-1990s-2000s the majority of the Chinese population was around the 20-30 years old age group hence why they had such an economic growth. With an aging population the economy will decline since you can't expect these 40-50 years old to work as hard as the 20 years old.

The situation in gulf countries is different though. They only have 2 types of migrants. Highly educated "white monkeys" who teach their children and run their airports and the indian, bangladeshi and nepalese migrant workers who run the basic maintenance and building of the country as what can only be described as modern day helot class. They are not immigrants, because they will never have a chance to be a citizen.
