That was literally one story. You can hardly base a character who existed for 40 years on one story, where she isn't even the main character.

Yes you can. Characters often have definitive characterizations in a handful of issues of which they may not even be the main character. Captain America's small role in Born Again is definitive for his character as well. Even to the point where you can tell Born Again is one of the most prominent influences of his movies, especially Winter Soldier.
