This was actually kind of how I saw the Inspector stuff going down. It's a little disappointing - rings a little false to simply have him not be opposed, and then to just explain that to Vader (rather than leaving Vader to work it out for himself?). And I'm not convinced Vader as an individualist is any better for the Empire than the Emperor. Eh. It's just kind of a flat dramatic turn.
