Ofcourse it's worth the time and effort if you actually enjoy doing it.
But you have to be aware that no matter how much you study film theories and film itself, everything you make at first will be shit no matter what.
And you have to plow through all of that shit and by doing that you actually learn the most.
As for the "it looks like 2000s Lynch" is because you are probably using a low res digital camera with poor or non existant lighting setups.
I would suggest taking some of your most favorite shots or scenes in movies and try to recreate them as close as possible, do not go immediately do your own thing not knowing anything.
You'll learn most quickly by doing that, it's the same as learning to play an instrument, you don't just go and immediately do hit songs, you first learn covers of your favorite songs and only when you're comfortable with playing a wide range of songs are you able to make a song yourself.
