It makes sense if you consider the movies in chronological order. Leia wasn't set up as a sex symbol at all in the first two movies, just a bad-ass female character, so people became attracted to her gradually, the same way Han Solo did, rather than in a porn way. Then seeing her in a bikini was like whoa, that cute but not hot girl who's a badass is actually hot, too.
