It is possible to copy a streaming URL of a movie, play it in VLC, download subtitles and sync the subtitles yourself manually. I did it like 7 times and then said fuck it, too much work.

You can sync them easily m80, in MPC or Popcorn Time it's possible at least.

Why is this even a thing exactly?
I downloaded all of Dragon Ball and Z recently and every single episode (EVERY one) came with japanese audio, and another audio file which is the same japanese one but with a russian guy speaking over every single line. Just one guy. The same every episode through all 400 episodes. And he sounds bored as fuck.
Why? Just why spend all this time doing this? No russian would listen to it themselves, as his voice is monotone and horrible (and boderline comical while voicing the females) and there's a watered down japanese in the background still.

I mean, it's not like there's some other version of the movie out there which gradually speeds up

no expert, but I guess it has something to do with framerate. e.g., subtitle is made for 25 fps, but your video file is 24 fps. in that case after one minute the video would be 60 frames behind the subtitle track, which is about a 2 second difference.
