Being percieved as a clown makes people don't tale you serious.
This means people don't value your word and stop respecting you.
Telling jokes under this social pressure is difficult and many prefer playing save and remain serious.

Germany not being good at comedy is related.
Although catholics also produce quite a few good comedians too, so maybe Austria has some decent shit.
Protestantism and comedy do not mix well, especially if you don't have any jews. This is also why Danish and Swedish comedy is way better than Norwegian.
We're bad, but we're not Germany level bad.
