Because the French courts had already closed the case and because he'd committed no crimes in Japan, he was released with no punishment. According to the Japanese entry of this guy on Wikipedia, there was a mistranslation in his trial in France.
He said he had a certain inflammatory issue in his bowel when he was a child, but it was interpreted like it was in his brain.
The French court concluded that the issue contributed to his mental condition and decided not to send him to prison.
The Japanese police wanted to conduct further investigation, the French authority refused to release their file.
I think it's more to do with bureaucracy problem both in France and in Japan.
