Yes, if they literally say that or be unwilling to change any law or adopt any new custom based on "why change? we're already the best"-type arguments. If it's just some formal light-hearted statement praising certain features or quality of life in the US and acting like the US is truly exceptional in the regards, like you hear from politicians at political rallies, it's not as cringey.

There's really no way with correcting them unless you start verbally citing statistics IRL and look like an autist with a chip on your shoulder, or if the person that says it is willing to engage in a prolong and sincere inevitable reasonable political discussion about it.

No, I feel happy when I hear people say it. Is it 100% true? I don't know. At the end of the day though, "best" is the eye of the beholder. Like a little kid saying "my mommy is the best mommy in the whole world!" Are you going to correct them? No. Instead your heart feels warmer and you start appreciating the USA even more than you did before.
