Anyone who has read comics recently knows that this is most likely due to either the Red Skull with Xavier's brain/telepathic abilities or the Cosmic Cube/Kobik revitalising him. But is it right for Marvel to use this as 'shock value' to simply sell more comics? The shock value of turning this iconic character into seemingly a member of the organisation he's been fighting against for years, which stemmed from Nazi origins?

The movies aren't canon to the comics. HYDRA predates Naziism by centuries. Hell, in this very comic, Steve was indoctrinated in the early 20s, before nazi-ism even existed either. So even if this was 100% legit, it'd be more accurate to say that Steve is taking HYDRA back from the Nazis, not working for them.
