That's not how the Internet works.
Trump could only restrict US citizens from accessing certain parts of the internet (i.e. Sup Forums), not ISIS. The US doesn't have the ability to control internet access in say... Syria, Pakistan or Afghanistan.

The internet is a decentralized network of servers, routers and endpoint devices that communicate with each other to transfer data. The US does not have control over internet access in Syria, Pakistan, Yemen or Afghanistan.
