Well, as far as I know there have only been a small handful of legitimately good action movies made by Hollywood in the last 20 years. He hasn't had many opportunities. Still, that's no excuse. Stallone made his own opportunities.

The Rundown and Pain & Gain are top-tier flicks, and Walking Tall is a solid remake.

Pain & Gain will always carry the internet's hivemind opinion of being bad just because it was directed by Michael Bay, but it's actually a good movie. A bit over the top, but works for the film which is the most important part.
