Yes. Her first X-men story was Days of Future Past and she had a identity inside the government for years. At some point she decided that terrorism wasn't going to work so she flipped sides and became a government agent leading Freedom Force.

I don't think she ever outright betrayed Forge aside from stealing something from him near the end of her series which pissed him off. I kind of like that Mystique can be genuinine loving and caring but all too often her desire to help herself above all ends up being self-destructive and ruining any relationship she might possibly have.

Then later on they changed it so that her "kill the humans" thing was due to a dark future predicted in Destiny's diaries and her actions were trying to prevent that from coming to pass as kind of a dark mirror to DoFP.
They actually serve a purpose in that they're bombs she can use to blind people with.
