I thought so. I always see Vietnamese posters reject the "East Asian" label when it is applied to them.

They drank too much Hollywood and commie kool aid and think they have a wholly indigenous and localised culture

If Vietnamese identify as East Asian, it’s probably a weeb trying to move to Japan. Vietnam’s origins are a bit unclear, but present-day majority, the Kinh, are mostly influenced from China, with South having other influences.
