I don't think it was ever established if this was supposed to be an AU.
Most assume it is, though it actually can fit Earth-616 provided Hammer and Mountain aren't supposed to be Hammerhead and Man Mountain Marko (not too difficult in the case of the latter, considering he's had nigh-identical relatives show up in other stories).
