It's a (former) railway line. After Germany had to cede territory to Belgium as a result of WW1, the railway was part of that territory. The railway partially cut through territory that had stayed part of Germany resulting in that bullshit. (Pic related is only one of the six exclaves created this way).
Fun fact: The railway isn't operated any longer and there's a bicycle path there nowadays. So there is essentially a Belgian bicycle path running through Germany now.
