DP is the guy from City of God. It's done on purpose, like it's constantly improvised, out of focus and excessive. I assume because the character is constantly improvising and putting himself in hysterical life and death situations while cocked out of his mind. Almost looks like a Curb Your Enthusiasm episode/mockumentary version of Wolf of Wall Street. Liman did that to a lesser extent on Bourne and it became the norm of action movies for the next decade. Not sure I like it but at least Liman is doing his own thing instead of copying Scorsese like every single other rise and fall of that type.
