I wouldn't call it an action film. More of an adventure film.
And in that regard, yea it might be the best. I absolutely enjoy The Mummy more than Raiders. O'Connel has more charm than Indy, Evie's endearing bookwormishness trumps whatever the fuck the point of Miriam was, and Jonathan is unquestionably /ourguy/ and the greatest comic relief character of all time, Anck Su Namun is a semen demon, and Imhotep is a better baddie than Nazis and some preppy french archaeologist.
