This movie could have been really good. They nailed alot of stuff, from the concepts to the characters and the horror like feeling. The first two thirds of the movie were excellent too, everything was in the right place. Too bad the last third of the film was too short, and the obvious missing scenes.

They can't say it's off the table. That's admitting the rights are worthless. It's just good PR. They won't make a sequel. They will either sell the rights for a high price, threatening Marvel with another reboot to withhold them, and either Marvel pays, or we'll have yet another shitty rushed movie.

It's completely dead. They'll never get funding even to the level the first one had, because it lost money. It cost $120m + marketing (something between 50 and 70 million), and it only made $167m back worldwide (of which the studio would only have seen about $83m) with another $13m in home video sales in the domestic market. So all-in, even with the home video of which the studio sees a much bigger chunk than the theatrical, it lost probably $80m. Just making that up through other revenue streams, let alone getting into clear profit, would take a very long time with such a tedious, terrible movie. Getting to where they would originally have projected themselves to be, with the same amount of work? Never going to happen.
$80m is $20m more than it cost the same studio to make an entire Deadpool movie, with which they are very pleased indeed. Add to that the fact that FOX has almost certainly released these actors from their contracts (because it performed so poorly, that was likely automatic) and we know at least one of them has got a better gig already.
The reason Simon Kinberg is saying he'd work on a sequel and try to drag everybody else down with him is because he's balls deep in this project. He probably owes a lot of money to a lot of people, and he's not going to see it back without another movie. His choices here are limited, but that's exactly why movies are made in partnership with other production companies - so that when a whole load of them go under together, it doesn't sink the studio.
Realistically, he has no chance of securing funding for a sequel and is just venting.
The rights are worthless, but they're FOX's for the next 9 years. By then they might be worth something, and they're not costing anything - other than the losses they already made - until then.
