Basically all asylum seekers says they are underage to get more social benefits. The government wants doctors to age test them but they don't want to do it because it can harm them

Such test requires an X-Ray. Among other things.
Medical imaging relying on ionizing radiation (at least in Poland) requires written consent, (unless it's an emergency life-threatening situation in which you are unable to refuse/consent than every card is allowed including scanning a female in pregnancy, becasue it poses risk and inflicts injury on the patient.
Forcing medical personnel to inflict bodily harm on someone against their will would probably fly in the 3rd world state of Monkeydonia but definitely not Germany.
It would be a totalitarian move and Germans would be massive cuckolds if it wouldn't spark an outrage.

I mean I guess it looks good on paper that you can say "We test everyone so we can determine if they are underage", but in reality, if someone wants asylum he can challenge the test [spoiler]and in all likelyhood be recognised as a teenager anyway since those tests are not good enough[/spoiler].
