I think it was pretty clear that Tony wanted to let Jackie Jr off, but Ralph decided to kill him. Ralph's motivation is less clear, I would guess that he wanted to assert his independence from Tony and he might also have wanted to hurt/control Jackie's mother.

The drugs was the least of Chris problems at that point, he was starting to behave really erratic and borderline stupid. I don't think he really deserved to die, bu Tony saw the best chance he would ever get of ending that problem and took it.
