He's mean to everyone who thinks that they are actually smarter than they are
He's mean to everyone who thinks that they know enough about a subject to talk about it proficiently
To be fair, he's very rude towards Jerry, but from Rick's point of view he's this patriarch without any power so he just wants him to shut up and start contributing more than just bullshit
Rick calls everyone out, like when Rick calls Summer and Morty out on "getting" a reference he made up and laughing

Because he's a loser and he feels his daughter could have done better.
He doesn't want to get mad at his daughter for choosing someone so stupid and weak, so instead he takes it out on Jerry.

Rick is an asshole to every sentient being but to be fair Jerry did knock up his daughter, though that was both their fault, but easier to blame your son in law then your own daughter.

You'd think that there'd be one Jerry in the multiverse that isn't a total loser.
But no, every last Jerry is a sad pathetic loser whose greatest perceived accomplishment is "Hungry for Apples?"

The only times Jerry does well is when the world ends and everything can resolved with simple violence. Which he is surprisingly good at.

Jerry doesn't sell Rick out, he wants to. Rick sells Rick out and gives Jerry credit.

Jerry is mediocrity personified. Rick probably hates him more than authority because he's the type of person that allows them to thrive. He's petty and small minded but worse than that stupid and ambitionless.
