Moscow easily. Been to both for a few days, and while I don't love the weather and some issues that are there, you're average muscovite is 200% better than any average californian. LA was so wierd when i went there, it's like a really shitty and dangerous version of Melbourne, where movies happen to get made a lot. Moscow is average, but LA is a flat out shithole
