The impeachment is happening but there is still the last big voting session in the Senate, which needs to get 2/3 of the senators to vote YES.
It's impossible to know what is going on since, as in any political system, it's more related to the internal alliances and personal gain than really getting a consensus of if she really committed any crimes, but both sides are really worried.
The Dilma side is actually more worried though, since they made the mistake of growing too large and basically cutting off their own allies from power, who are now negotiating their seats in the new post-impeachment government.
