The first one that needed to be held accountable was Tony for creating Ultron in the first place, then hiding that fact until shit hit the fan.

Civil war is a 2 and a half hour sparring video. After that I refused to watch another marvel movie because you could just see they were phoning it in. They know at this stage people will flock like sheep to see everything they spew out regardless of content, so they have slowly started to cut back. Less time and money spent on cgi here, less attention to detail and setting there. I mean come on the airport scene was a joke.
