Not at that point. Chapel was wet for Spock and bought a love potion off Harry Mudd, but she had to touch him to make it work.
Due to his Vulcan physiology and emotional conditioning it had a delayed effect, leading Chapel to try and get her credits back from Mudd (who had also stolen her phaser and ID without her knowledge and was planning to escape) which lead to him taking her hostage and a belatedly lovestruck Spock rushing to rescue her.
