Every Fargo story has a few essential elements: a guy(or a few people) who fuck with forces greater than them, policemen, mafia henchmen and "the devil".
You're ideas are OK, but I feel like those are too dark.

Fargo, 1994

North Dakota University chemistry student Deckard Atton, a very determined and pragmatic scholar shares a flat with his roommate Oddie Hoskin, a college dropout, lying about his status to his parents, undecided about his future. Obsessive weed-smoker, who spends his days working in a McDonalds, and fantasizing about easy money and getting rich. Deckard and Oddie are friends, since they both share some money-oriented ambitions however, Deckard feels superior and responsible for Oddie, and feels like he needs to guide him in life. He tries motivating him to find his passion and even offer to help with the studies.

Oddie is not fine with his position in life but does nothing to change it.

On his way, back from the university, an escaped convict named Glen Weeks takes hostage Deckard and tells him to drive him to his apartment.

Glen was part of a robbery gone horribly wrong in 1987 during which he and two brothers held up a jewerly store, causing hostage situation during which they killed everyone in the store. During shootout with the police of the brother was killed while the other escaped. Glen initially managed to escape with the money and was on the run for 4 months, but was caught. He had managed to hide the diamonds and money from selling some of them somewhere.

Glen stays in the apartment, with Oddie and Deckard, offering them to pay them 500 dollars a day in exchange for silence or killing them if they don`t comply. Glen correctly deduces That Oddie is the one that can stay home without attracting to much attention so he takes him as a hostage, telling Deckard to keep his business as usual.

The city is lockdown; the Chief Simona Renaud leads the search. While early in the season, she is presented as an honest and very efficient officer it is revealed that the Fargo Crime Syndicate bought her loyalty and she personally knows Moses Tripoli. Simona`s deputy officer Mitchell Chambers is also cooperating with her, abut however he is still conflicted about his loyalties.

Fargo Mafia is interested in getting Glen`s money and the rest of the diamonds, that are valued at 1.4 million.

A person who introduces himself as “Winner” Contacts Deckard and offers to get rid of Glen after finding out where did he hide the money. He claims to be the second brother who escaped in 1987. Winner and Glen have conflicting narratives about the robbery, claiming the other was rampaging like an animal and killing without any remorse while the other was just as terrified.

Oddie surprisingly bonds with Glen. He finds the life of crime extremely inspiring, and quickly adopts him as his father figure.

Winner appears to be the opposite of Glen, he doesnt look like a criminal on the run he drives a nice car has two sexy women as bodyguards. Deckard, who is indatuated by status and power is inclined to cooperate with him

Overall:

Everymen: Deckard and Oddie. They both are victims initially however, Oddie quickly bonds with Glen while Deckard finds himself conspiring with Winner and scheming against Glen.

Villains: Glen initially, however it becomes unclear after Winner shows up.

Henchmen: winner's “Charlie`s Angels” Sexy girl bodyguards

Cops: This time cops are not dumb. Mitchell is slightly naïve and scared of Simone, but in the end of both of them are smart. Mitchell is the one who investigates the old case of 1987, and looks for Deckard. He might be working from one of the cops who was present during the 1987 chase and finds it might not have been. Simone also investigates but with different intentions.

Criminals: Fargo syndicate, Moses Tripoli as an active character, young Mr.Wrench and Mr.Numbers appear as cameos. Maybe some other goons hired by Winner. (If you want to drop the cameos completely just move the setting to Minneapolis)

Themes: Parental figures and the Idols we choose. Simone`s admiration for Moses Tripoli, Oddie`s connection to Glen, and Deckard`s sympathy for Winner.

Fictional elements: Ghosts. Why not? A literal ghost that a character may encounter may be interesting

I really liked the Fargo S3 finale.

Kind of hope it's the series finale desu. It perfectly sums up the "point" & central conflict of the show.

Fargo should end 2bh. It's been a fun show while it lasted but it's much too formulaic to sustain another good season.

Why did Wrench wait 5 years to kill Emmit?

I would just like to see a twist on the trope "bad shit happens on the road, some randoms see it and drive away, get chased by criminals and then shot".
This time I would like to see the criminals get killed. The random driver could escape for a bit, then stop, take out a machine gun out of his car and shoot the criminals.
Also, we had a season set in 1970's, 2000's, 2010's and a movie in the 1980's. I think that the next season should be set in the 90's.

I just wish i knew what would happen to Varga after this season finale. He felt almost sympathetic towards the end, while MEW as beautiful as she is, is not really likeable at that point even if she wants some form of justice.

In a way, it's a sort of nice fate comeback for her. She wants to be the justice, but she's lost sight of what side she is on.

characters can be roughly separated into five groups: Villains, Henchmen, Criminals, Cops, and Every men.

Villains are the main antagonists of the season, the malicious force propelling plot forward (Lorne Malvo, V.M. Varga) Season 2 initially didn`t have one, but eventually Hanzee Dent graduated from a henchman. They don`t have to be the only bad guys in the season, but they are usually the worst.

Gimmicky henchmen have appeared in all seasons, (Mr.Wrench and Mr.Numbers, Kitchen brothers, Hanzee initially, Two Asians helping the Undertaker, Yuri and Meemo) they may or not be helping the Villain.

Criminals are regular “normal” gangsters. They may be part of the mafia or minor crooks or other faceless goons to be slaughtered by each other or the villain.

Cops can be useless, cowardly and clueless (Chiefs from S1 and S3, Grimly) or/and determined and intrepid (Lou and most of the cops from S2). Alternatively, even both! (Gloria, Ben Schwartz).

Everymen are regular people who get involved by either pure unfortunate coincidence (Blumquists, Emmet Stussy) or their own ill ambitions or greed (Lester Nygaard, Ray Stussy and Nikki Swango). However even if their initial involvement was not intentional, they all get deeper and deeper into conspiracy to the point none of them can be an innocent victim anymore. They all end up playing a dangerous game way above their league.

All seasons also and underlying themes and supernatural undertones. Season one had “We are all animals underneath the civil charade” and the biblical Ten Commandments, Season 2 had “Absurdity of some circumstance and how we can`t really analyse something from things we know.” And UFO`s. Season 3 had Truth vs Narrative, And Agasfer the Wandering Jew and protagonist doing and failing to do the Will of God.

Its pretty obvious that Almost All of Fargo's events about randomness, luck and "what are the odds moments" , so why not make it more obvious ?
